Kampala CAADP Declaration sets new 10-year agenda for African agricultural development

The African Union Heads of State, on 11^th January 2025, endorsed the Kampala CAADP Declaration on building resilient and sustainable agrifood systems in Africa. This declaration is a follow-up to the Malabo Declaration that set the framework for the continents’ agricultural growth between 2014 and 2025. The Kampala Declaration, which comes into effect on 1^st January 2026, consists of six commitment areas and multiple action points with the aim of achieving ambitious targets for the agricultural sector by 2035. The first commitment is to intensify sustainable food production, agro-industrialization and trade. Under this commitment, a target has been set to increase agrifood output by 45% by 2035. Increasing food production is key to achieving the other aspects under this commitment, that is, industrialization and trade.

Strengthening the functionality of agricultural input systems including seed systems is the first action area under this commitment. This action area recognizes the central importance of robust and functional seed system in agricultural production. Another action area is the creation of an enabling policy and regulatory environment that fosters the development and uptake of agricultural technologies. This is also critical as technologies such as improved crop varieties are purposely developed with features that improve farm performance, enhance household food security and respond to agro-industry demands. Such features include high yield, early maturity, drought tolerance, pest and disease resistance, and nutrition-enhancement, among others.
